How to add language files

I will have to create a new resource file,

which i have not worked before.

But for now the project of mine is creating a .xml file

from the code and the language file is hard coded.

I will have to create a new resource file that accepts

all the language irrespective of the developer and it shoul be handled by the user.

I am using Win forms application, VS 2010 C#.
