What sets the DrawItem state in a combobox

Working with vb 2010

I am trying to create a Combobox with similar 'label' functionality to the Word font selector i.e. there are some items in the list that are not highlighted (I've got this done) and can't be selected (this is my problem)

I have a work around - just remember the old value if a label/separator is chosen, but it doesn't feel nice.

I have read the DrawItemState enumeration on msdn (and the same info elsewhere) but there is not much information about what causes those states to occur.

Does anyone know what the 'Inactive' state does, and (miracle of miracles) does it cause an item not to raise SelectionChange events? If so then can I set an item to be Inactive?
