How to set Windows 7 System DPI and User DPI

Hi All,

I am working on some DPI related issue and for some reasons I have to recreate following settings:

   User DPI Setting: 96 DPI (100 percent)
 System DPI Setting: 120 DPI (125 percent)

I set 120 DPI using Admin account and then set domain user to 90 DPI but everytime only User DPI  changed.

Can anybody tell how can do this?
