Can one change a system's locale via a shortcut?

I frequently have to change my Windows 8 system's locale (the settings called "Format" and "Location" in the "Region and Language" applet in Control Panel) between German and English.

To speed this tedious process up and make it a single click I would like to define me two "links" or shortcuts that I can place onto the desktop, so that I can simply click onto those to adjust these settings.

Is that possible, i.e. is there some console command or some option that corresponds to the changes done via the ControlPanel applet? Or some PowerShell command-let(s) that one could use in a short scripts that can then be triggered via desktop shortcuts? Or some .reg file that does all the necessary changes to the registry? Or whatever it takes to make this as fast and painless as possible...
