I have found NO COMBINATION of "KeepTogether", "KeepwithGroup", and "RepeatOnNewPage" in ANY of these static groups that will cause the report to repeat the header row on each new page.
All the posts I have seen show how to do this with UNGROUPED reports, and all they say is to set the settings on the (Static) group. Well it's NOT working.
IMHO reports should DEFAULT to this behavior, but in the very least, you shouldn't have to HUNT FOR EASTER EGGS to find what should be a SIMPLE SETTING.
This whole report designer is a major fail.
